Risk assessment — the foundation of every safety plan
Before any event we run a comprehensive risk assessment (15-30 days pre-event): site analysis (exits, capacity, risk factors), crowd analysis (size, composition, expected behavior), threat analysis (fire, stampede, weather, terrorism, health crisis), likelihood × impact estimation per risk, mitigation plan per risk, response plan if occurred. Document 30-80 pages certified by a Health & Safety Officer.
Saudi Civil Defense requirements
Every event with 500+ visitors needs Civil Defense approval. We coordinate licensing: submit safety plan, site inspection 72 hours pre-event, fire equipment setup (extinguishers per 30 sqm, hoses, hydrants), illuminated signage, clear evacuation routes, emergency lighting, smoke detectors. We work with 14 Civil Defense directorates across the Kingdom.
Emergency Evacuation Plan — 6-minute evacuation
NFPA standard: full evacuation in 6 minutes. We design evacuation with 3 main exits (per 1,000 people, one 2m-wide exit), clear routes with luminous floor colors, assembly points outside the building (safe gathering points), trained evacuation team (1 per 250 people), trilingual emergency announcement sound system, full drill pre-event.
Medical coverage — readiness for life
Every event needs medical coverage scaled to size: 200-person event (one medic, first-aid kit), 1,000 (4 medics, dedicated ambulance, equipped medical point), 10,000 (3 ambulances, 8 medics, emergency physician, AED per 200m, stabilization point). Our teams are BLS/ACLS-trained, and we coordinate with Red Crescent for standby ambulances.
AI crowd monitoring
We install AI crowd monitoring: thermal cameras counting density live, algorithm alerting on >4 people/sqm (stampede risk), crowd flow analysis showing directions and bottlenecks, behavior detection spotting issues (fights, faints, abnormal movement) before escalation. Control room with 3 trained analysts monitors continuously.
Incident Command System (ICS)
If an incident happens, chaos multiplies disaster. We set up ICS pre-event: incident commander (single decision lead), operations section (response execution), planning section (situation assessment), logistics section, safety officer (responder safety oversight), public information officer (media communication). Every person knows their role pre-event.
Fire safety coverage
We install: fire extinguishers (CO2 for electrical, foam for liquids, powder for general) at 1 per 30 sqm, smoke detectors in enclosed areas, fire blankets in kitchens and catering, sprinkler systems on large stages, hose reels at entrances, fire marshals (1 per 200 guests) in distinctive uniforms trained on evacuation.
Security coordination — deliberate threats
Beyond natural risks, we plan for deliberate threats: X-ray bag check at entrances, metal detectors, bomb-sniffing dogs 4 hours pre-event, counter-surveillance for targeting protection, VIP protection for senior guests, cyber security threats (DDOS on live stream, hacking on LED screens). We coordinate with Preventive Security and Intelligence for sensitive events.
